RECP Centre and V Energy Efficiency Forum. Partnership between Resource Efficient and Cleaner Production Centre and State Agency for Energy Efficiency and Energy Saving of Ukraine

On 12 April 2019, “Parkovy” Congress and Exhibition Centre in Kyiv hosted the Vth Energy Efficiency Forum “Amalgamated Territorial Communities, Government, Business: Transparent Investment Model” organized by the State Agency for Energy Efficiency of Ukraine (SAEE). This year, the forum attendees, and these were representatives from Amalgamated Territorial Communities (ATC), ministries and governmental institutions, gathered to discuss modern financial mechanisms on improving energy efficiency in Ukraine. Three topical sections within Forum Agenda resulted in fruitful discussions. The Agency and invited experts managed in details talk about incentive plans to support ATCs, industrial enterprises and state institutions in implementing energy efficiency.

The main Forum speakers were: Hennadii Zubko (Regional Development, Construction and Housing and Communal Services of Ukraine Ministry); Serhii Savchuk (SAEE); Johannes Baur (First Counselor, EU Delegation to Ukraine, Department Head for “Energy Assistance Programs. Environment. Transport”; Oleksii Riabchyn (Chairman of Energy Saving and Energy Efficiency Subcommittee, Verkhovna Rada Committee on fuel and energy, nuclear policy and nuclear safety); Iryna Ovcharenko (Head of State Water Agency); Ima Khrenova-Shymkina (Director Deputy, GIZ Project “Energy Efficiency Reform in Ukraine”; Paata Janelidze (UNDP international consultant on environment and sustainable development in Ukraine).

The key Forum topics announced:

  • State policy in energy efficiency
  • Energy management – launching energy efficiency in communities
  • ESKO partnership from simple to advanced levels – new technology models and co-financing
  • ESCO and energy management at state facilities. First success
  • Industrial energy efficiency – project financing sources.

The Resource Efficient and Cleaner Production Centre (RECP Centre) acted as the coorganizer of the Vth Energy Efficiency Forum, while it’s Director Andrii Vorfolomeiev was one of those invited speakers within Forum Sections, namely Section 3 “Industrial Energy Efficiency” (Panel discussion 1. Energy Efficiency and International Agreements). Over 70 attendees showed great interest towards this topic and actually, the hall was overwhelmed with target audience.

Tarama Burenko, Deputy Director of the Department for Strategic Development at SAEE, undertook moderator commitments of the section 3 “Industrial energy efficiency”. The section agenda presupposed topical reports delivered by the speakers and a small “questions and replies” interactive session. The key speakers within Section 3 there were Oleksandr Chernykh with a report on energy modernization of industry (Director of Industrial Policy Department at the Ministry of Economy); Svitlana Grynchuk with a report on EU Directives on GHG reduction in industries (Director of the Climate Change and Ozone Layer Protection Department, Ministry of Ecology and Natural Resources of Ukraine). In his speech, Andrii Vorfolomeiev focused on increasing demand and requests coming from industrial companies in Ukraine wanting to reduce fuel and material consumption.

However, the reports of other speakers within Section 3 were of great relevance and importance for the audience too. Those were Evhen Inshekov, UNIDO/GEF UKR IEE Project “Introduction of Energy Management System Standard in Ukrainian Industry” trainer and coordinator in standardization issues and 2 project representatives from “Energy efficiency in companies” GIZ, GmbH. Evhen Inshekov reported on changes in ISO 50001 standard and its consequences for businesses. Two GIZ project representatives – Project consultant Svitlana Chebotariova and Technical Adviser Artem Safiants – reported on benefits due to consolidating industrial companies into power networks and their best practice cases, shared results on energy audits in Ukraine within “Energy efficiency in companies” GIZ project.

The Vth Energy Efficiency Forum in Kyiv gathered in one place over 600 representatives from Ukrainian Parliament and government, international companies, businesses, regional local authorities and amalgamated territorial communities to talk vital subject and solve crucial issues.
