Energy Efficiency in Municipalities II implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)

Due to quarantine introduction through all Ukraine caused by COVID-19, the format of two-day trainings was changed to webinars.

Prerequisites

Energy consumption in Ukraine is extremely high compared with countries in the European Union. Smaller local authorities in particular suffer from the high energy costs that make up the second largest item of expenditure in the municipal budget after staffing. The high costs are due to antiquated supply systems and the dependence on expensive energy imports from other countries. This has led to a drastic increase in energy prices since 2015.
In order to reduce energy consumption and, in turn, the cost, a fifth of all public buildings are due for energy upgrades by 2020. However, smaller towns and communities often lack the financial and human resources to carry out the necessary renovation measures. With no municipal energy managers, they lack the specialist knowledge to develop convincing project proposals that are eligible for funding or to produce sound databases for energy use in individual public buildings

Approach

GIZ has been commissioned by the German Government to help Ukrainian communities to save energy systematically and on a large scale. In a clear and transparent manner, GIZ demonstrates energy savings potential in the municipalities and, using comprehensible cost-benefit considerations, conveys the practical measures that can be implemented. Municipal staff discover more about the benefits of, options for and instruments of energy management through further training and advisory services. For example, they learn which applications and sectors use excessive energy and which technologies they can employ to restrict consumption. In addition to this technical know-how, GIZ also raises awareness of efficient energy use and teaches project management skills. Besides town councils, external service providers such as auditors and building engineers are also involved in the project.

RECP Centre

The Centre acts in the project ‘Energy Efficiency in Communities II’ as an energy efficiency service provider by prganizing and delivering trainings on using measuring equipment ‘Energy Efficiency First Aid Kit’ for city hospitals employees in four regions of Ukraine

Objective

Organizing trainings aimed at introducing hospital energy management staff and responsible for EE in health-care sector in respective municipalities to the usage of theoretical framework and practical tools of ensuring smooth process of energy and facility management of hospital premises (12x 2day trainings in four regions of Ukraine (first half 2020)

Expected Results

For enhancing facility management and energy monitoring,
the trainees will get practical tips on the usage of measuring equipment, namely:

  1. Current tongs and multimeter
  2. Gas analyzer for CO2
  3. Anemometer
  4. Recorder of temperature and humidity
  5. Light meter
  6. Pyrometer

 

The sets of mentioned equipment are referred to as Energy Efficiency First Aid Kits

The participants of the training will also master the methodology of integrated thermomodernization of buildings and related energy efficiency measures in municipal facilities, will acquire knowledge on technical optimization and the main possible low-cost and cost-free measures.

After the two-day training the participants will be awarded certificates. Also, hospitals representatives will receive Energy Efficiency First Aid cases, which will become the hospital assets

Some municipal hospitals were luckier to successfully participate in the Project prior to the quaratine times in Ukraine. These were hospitals in Odesa, Kharkiv, Zaporizhzhia and Poltava
