THE FIRST EU4ENVIRONMENT FORESIGHT PANEL OF EXPERTS IN UKRAINE

The first online expert discussion “Visions and pathways for Circular Economy in Ukraine” took place on 7 December 2023. The event was organised as part of the “Exploratory strategic foresight for Circular Economy in Ukraine” activity under EU4Environment, and with funding from the European Union and the German Government.

Twenty selected national experts were invited to the online event to discuss scenarios, visions, and pathways for the future development of the Circular Economy (CE) in Ukraine. The main objective of the expert meeting is to explore the prospects for the implementation of the circular economy and to develop proposals for further activities in Ukraine. This activity is carried out in close cooperation with the project ‘Circular Economy – Promoting Sustainable Production and Consumption in Ukraine’, funded by the Delegation of the European Union to Ukraine.

This event was preceded by Survey A, which involved more than 100 respondents from Ukraine who helped to identify challenges and opportunities for likely short and long-term scenarios for the future development of CE in Ukraine with key product value chains.

Therefore, UNIDO representatives and Ukrainian CE experts worked together in interactive groups to develop proposals for four proposed scenarios for the future development of CE in Ukraine, as well as changes in the KPVC under these scenarios, and to identify the drivers.

All participants showed great engagement and interest. Each group had its facilitator who guided the process and at the end of the event presented a summary of the developments in their target group.

Results 
♻Participants were introduced to the results of the report on defining the tasks and framework of the foresight exercise, the scenarios, and the results of Survey A;
♻The selected key product value chains were underpinned by the scenario approach;
♻Analysed key visions, transformations, pathways, and opportunities for the development of the selected KPVC;
♻Analysed the implications for the development of the circular economy in Ukraine.

The meeting was attended by 34 participants: 20 women (59%) and 14 men (41%).
The results of the productive discussions will be used to develop proposals for further actions to implement the circular economy in Ukraine in the coming years.
There will be another survey B (in December 2023) and a second expert meeting (in January 2024) to formulate further actions for the implementation of the circular economy in Ukraine.
