UKRAINE’S INDUSTRIALIZATION POTENTIAL IS HIDDEN IN INDUSTRIAL RESOURCE EFFICIENCY
Resource efficient economy scaling up has become a trend and the topic on the European political agenda in recent years for developed countries. The European Commission launched its ‘Roadmap to a Resource-Efficient Europe’ and the ‘Action Plan for the Circular Economy’ in 2015. Thus, average resource productivity in Europe in the period 2000-2016 survived 1,5 times increase – from 1.47 to 2.08 euros/kg.
In 2017, the G-20 formed up a new platform dubbed the ‘G-20. Resource Efficiency Dialogue’ to support strongly for a dialogue on the sustainable use of natural resources throughout the whole life cycle of natural resources, products and infrastructure.
Unfortunately, the process of Ukrainian economy going green still lags behind both the most developed countries and its nearest neighbours. Being the largest country in the Eastern Neighbourhood region Ukraine ranks last by the index ‘Small and Medium Enterprises (SMEs) in Green Economy”. Ukraine doesn’t actively encourage national enterprise to come up with resource efficiency. Thus, since 2012 there has been weak industrialization progress identified at national level. The energy efficiency indicator (GDP per unit of total primary energy supply (TPES)) in Ukraine is about 6 times lower than in OECD and over 2 times lower comparing to Eastern Neighbourhood countries.
Being inspired with an idea of promoting resource efficiency concept as well as improving business environment a ‘Platform for Green Economy Growth’ was created in Ukraine back in 2015. The Platform brought together the Centre for Corporate Social Responsibility Development, the Global Compact Network Ukraine, the Programme to Support the Green Modernization of the Ukrainian Economy, the Institute of Green Economy, the Resource Efficient and Clean Production Centre, the Ukrainian Chamber of Commerce and Industry. The platform aims to facilitate and disseminate the idea of green economy modernization and its components; promoting the resource saving services in Ukraine; providing support to governmental bodies, businesses and civil society in adapting the Sustainable Development Agenda 2030.
On May 10, 2018, the press-center IA ‘Interfax-Ukraine’ (Reitarska str., 8/5a, Kyiv) holds an event within the framework of ‘Platform for Green Economy Growth’. The event offers a presentation of a ‘Guide to Industrial Resource Efficiency‘ focusing on how to solve the problem of limited access to new technologies and modern methods of improving productions – the problem is relevant for most Ukrainian enterprises. This publishing material overarches methods and tools that help reduce energy intensity in industry by implementing even low-cost measures. Apart from the above-listed, the guide suggests its readers the case studies of resource efficient options implemented at national companies.
