The second phase of the project (2025-2028) covers 11 countries:
- Six full beneficiary countries, including Ukraine, and
- Five beneficiary countries for activities with a limited scope of work.
The Eco-Industrial Parks Programme II – Ukraine Country Level intervention (GEIPP-II Ukraine) Project is implemented by UNIDO and funded by the Government of Switzerland through the State Secretariat of Economic Affairs (SECO). The main beneficiary of the Project is the Ministry of Economy, Environment and Agriculture of Ukraine.
Goals
Promoting circular economy approaches in industry, mitigating the industry’s impact on the climate and helping industrial parks adapt to the negative effects of climate change.
The specific expected outcome in Ukraine is improved environmental, economic, and social performance of industries in Ukraine through the implementation of EIP approaches in the selected pilot industrial parks and the increased role of EIP in environmental, industrial, and other relevant policies at the national level.
The RECP Centre's Role
The RECP Centre provides services as part of the project implementation framework
- Conducting RECP assessments at operating enterprises in industrial parks (brownfield sites)
- Assessment of industrial parks against the international EIP methodology
- Searching for opportunities to build industrial symbiosis
GEIPP Project Background
The first phase (GEIPP Ukraine) began in 2020 and concluded at the end of 2024. During this period, enterprises in industrial parks were assessed using the Resource Efficient and Clean Production (RECP) approach to identify opportunities to improve resource efficiency. The industrial parks were also assessed in accordance with UNIDO’s international eco-industrial park methodology, enabling their level of compliance with EIP criteria to be determined.
A separate area of work focused on identifying and developing options for industrial symbiosis between enterprises in the park. At the same time, a strategic vision for the development of eco-industrial parks in Ukraine was formulated, along with a corresponding roadmap.
The results of the first phase of the project are as follows:
- An assessment of three industrial parks under the international EIP framework: AGROMASH PJSC (Zaporizhzhia); KP BMR “Bilotserkivskyi Vantazhno-Aviatsiinyi Kompleks” (BVAK IP) (Bila Tserkva, Kyiv oblast); and IP Patriot PJSC (Sumy).
- Conducting an assessment of 20 companies within the BVAK IP industrial park using the RECP methodology.
- Presenting the distribution of assessed enterprises by production sector.
- Developing and proposing 82 RECP measures for implementation at BVAK IP.
- Assessing the cumulative potential effect of implementing the 82 proposed RECP measures.
- Developing an energy flow diagram for BVAK IP.
- Developing examples of symbiotic interaction based on BVAK IP.
- Formulating a vision for a roadmap for the development of EIPs in Ukraine.
- Initiating the introduction of a national award for EIP development in Ukraine.
Within the framework of the first project phase, proposals were also developed to amend Ukrainian legislation with a view to introducing the EIP model. In 2025 the second phase of the Project is started and will last till the end of 2028.
The main objective of the Project is to demonstrate the viability and benefits of Eco-Industrial Park approaches in scaling up resource productivity and improving economic, environmental, and social performances of businesses and thereby contributing to inclusive and sustainable industrial development in Ukraine.
Through the Resource Efficiency and Cleaner Production (RECP) Programme, and the first phase of the Project, UNIDO has made outstanding contributions towards the identification, development, and testing of tools and methods for RECP to the diverse conditions in developing and emerging economies.
With basic capacity building and EIP piloting undertaken in Phase I, the GEIPP II-Ukraine country level intervention is moving from demonstration of the benefits towards facilitation and replication of EIP approaches. The upscaling of EIP approaches should pay particular attention to ensure the long-term sustainability of results in light of properly closing the intervention towards the end of this phase. This will result in enhanced productivity in industries as well as a reduction of their CO2 emissions and enhanced resilience to climate change.
Within this phase of the project, thematic seminars, information sessions, and working meetings are planned for management companies, resident enterprises, representatives of local authorities, and the expert community. Participants in these events will gain practical knowledge on identifying inefficiencies in the use of energy, water, and materials; assessing the potential for implementing resource efficient solutions; and preparing feasibility studies for the respective measures.

- Assessment of the gender component in the pilot industrial parks in accordance with the UNIDO methodology
- Organization of awareness-raising seminars on the EIP approach and the development of industrial symbiosis for both pilot industrial parks
- Organization of capacity-building activities in the field of gender equality in both pilot industrial parks
- Organization and delivery of capacity-building seminars on RECP in both pilot industrial parks
