SCOPING THE FUTURE OF CIRCULAR ECONOMY IN UKRAINE

The 1st interactive consultation workshop “Scoping the future of circular economy in Ukraine” was held online on 11 October 2023. The workshop aimed to bring together representatives of Ukrainian ministries and CE experts to discuss issues related to the strategic foresight for circular economy development in Ukraine under the EU4Environment Action, with funding from the EU and the German Government, as well as to outline the scope and analyse the challenges and opportunities for CE development in Ukraine.

The workshop focued on:
     – Agreeing on the project scope & case study ‘priority value chains’, with key sectors & locations;
     – Exploring possible future visions and challenges for the CE transformation ahead;
     – Exploring factors of change, uncertainty & possibility for the next stage of scenario development. 

This event consisted of two interrelated parts:
     – Presentation of the activity “Exploratory Strategic Foresight for Circular Economy in Ukraine” is managed by UNIDO; and
     – Discussion in working groups on scoping of strategic foresight for circular economy in Ukraine, including SWOT analysis of value chains and potential challenges.

The participants discussed the scope of foresight, problems, challenges and opportunities for the future development of the circular economy in Ukraine. Presentations and discussions took place in working groups. For example, it was explained what a circular economy is, its benefits as well as barriers, including economic, technical, cultural, regulatory, and informational; a circular economy also covers the following areas: industrial economy, technology, finance, governance, social and urban systems. The foresight concept and methodology were presented, and it was found out why a circular economy is concerned with the future and what is needed for it; what a foresight is; foresight process and methods that include:
       1. Scanning emerging trends, technologies and challenges;
       2. Scenarios, simulations and alternative future;
       3. Synergies, visions and priorities;
       4. Stakeholders engagement.

The Strategic Foresight for the Circular Economy is to be followed by 3 more workshops (with wider coverage) and an online survey of experts.

The workshop included international experts and representatives from key Ukrainian institutions, the project team, representatives of the national Resource Efficient and Cleaner Production Centre (RECPC), and UNIDO.
