CONSULTATIONS ON SECTOR PRIORITIZATION FOR CIRCULAR ECONOMY INTERVENTIONS

On 2 April 2026, consultations were held online within the framework of the regional Programme “The Recovery through a Circular Economy and Pollution Reduction in the Eastern Partnership countries” (EU4Green Recovery East), funded by the EU and implemented in Eastern Partnership countries. The event was organised by the Resource Efficient and Cleaner Production Centre (RECP Centre) in cooperation with UNIDO and with the support of the Ministry of Economy, Environment and Agriculture of Ukraine.
Key participants included the Ministry of Economy, Environment and Agriculture of Ukraine, UNIDO, the Delegation of the European Union to Ukraine, the State Statistics Service of Ukraine, national coordinators, and the Resource Efficient and Cleaner Production Centre as the implementing partner and organiser.
Participants had the opportunity to get familiar with the screening and pre-selection methodology for sectors, as well as to provide feedback and comments on the proposed list of priority sectors and specify methodological considerations.
The agreed list of sectors will serve as a starting point for the next stages of the programme. Based on this, priority value chains will be identified, and pilot enterprises will be selected within these chains. These enterprises will be the first to test digital tools for identifying resource efficiency improvement opportunities.
The feedback and recommendations received from participants will be incorporated into the analytical report “Methodology for Sector Screening, Prioritisation and Value Chain Mapping for the Circular Economy,” which will be revised following the consultations.
At the next stage, the programme will present the pre-selected sectors — agriculture and food production, construction, and the textile industry — for broader discussion involving businesses, industry associations, and other stakeholders. The event is scheduled for the end of April 2026.
The event is part of a broader effort to promote circular practices among small and medium-sized enterprises in Ukraine — in particular through digital tools for assessing resource efficiency opportunities and supporting the redesign of products and processes.
