WASTE MAPPING EXERCISE FOR MUNICIPALITIES IN THE FRAME OF EU4ENVIRONMENT PROGRAMME
For years already, Ukraine has been focusing much on environment protection, improving environmental situation in cities and towns. Having signed the Association Agreement with the European Union, Ukraine has taken commitments to adopt a set of laws that have to comply with EU directives. As for waste management, Ukraine has adopted several fundamental laws, these are:
(1) the Waste Management Law;
(2) the Order #117-p dd. 20/02/2019 the National Waste Management Strategy until 2030 issued by the Cabinet of Ministers of Ukraine;
(3) the Decree #57 dd.23/03/2017 The sanitary cleaning scheme content and components in any Ukrainian settlement issued by the Ministry of Community and Territory Development of Ukraine;
(4) the Decree #142 dd. 12/04/2019 Adopting guidelines for regional waste management development plans issued by the Ministry of Ecology and natural Resources.
Complying with these laws and other decrees as well as implementing them require sufficient knowledge and skills in waste management sector.
The RECP Centre has become the executor of the project component ‘Circular Economy and New Growth Opportunities’ within the framework of the EU funded European Union for Environment (EU4Environment) Programme. The Programme helps six Eastern partner countries (Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine) preserve their natural capital and increase people’s environmental well-being by supporting environment-related action, demonstrating and unlocking opportunities for greener growth, and setting mechanisms to better manage environmental risks and impacts. The Programme is funded by the European Union and implemented by a consortium of international partners, including OECD, UNIDO, UN Environment, UNECE and the World Bank.
Waste Mapping Exercise has become a part of the “Circular Economy and New Growth Opportunities” component within EU4Environment programme. The key activities cover the following items:
- preliminary data collection about quantity and cost of various waste groups;
- waste generation and collection mapping, analysing waste types and places they come from;
- internal logistics mapping (man-hours, transportation tools, internal and external costs);
- analysing how regular the waste is collected for each waste group compared to total waste storage tanks;
- analysing material and sorting efficiency, presenting the analysis of each segment according to waste hierarchy;
- providing a comparative analysis of the results based on the goal set and initial collected data; and
- discussing the analysis results, possible gaps and best practices for each segment and subordinate process.
